The Bishops cannot move on the very first move of a game, for either player. They are hemmed in by their own pawns. A pawn must be moved before a Bishop can move anywhere.
There is nothing special about the first move of a Bishop. They can move forwards and backwards, along diagonals, as many times as desired.
