The Clemenz Opening (1.h3) is a poor chess opening for White. It is never seen in chess tournaments, and there’s a good reason for that. White has basically wasted their first move advantage, and is now playing a Black opening as White.
The only way this h3 move won’t be a wasted move is with a later Bf4, when h3 is useful to allow Bh2 (e.g. after Nh5). Hence, Black probably should reply “1..e5” (avoids all Bf4 lines) rather than “1..d5”.
